Can a battery pack work at 120 but not work at 277 VAC?

Yes.  The battery has two capacitors on the inside.  Both capacitors are required for 277, whereas only one capacitor is required for 120, which means it is possible for the capacitor needed for 277 to cease working while if wired to 120, it works perfectly.
